Price Change % Filters by time frame

It is critical to have the ability to have filters for percent change by time, showing only stocks with a 15 min % price change greater than 0. Currently as far as I can tell there is no way to filter by % price change on the 1, 2, 3, 5, 15, 30, 60 min time frames. I know I can add the columns, but there is no way to filter by the criteria available in the columns view.
